the rubber surround is part of the speaker, it's literally the outer surround of the cone which keeps the cone in alignment while its moving back and forth. Just like the spider, which is the [often] orange or black piece below the cone, it serves as both an alignment guide and it rebounds the cone from either direction back to "center" so its ready for another note. The interior plastics sit on top of the rubber, or sometimes foam, surround on the speaker. This is only a issue found with 1990 enclosures, I believe.
